Glow Recipe Avocado melt worked the best for me, but using it more than 2x a week gave me milia; I used it 5x a week for 3 weeks to start off and it gave me really good results.
Now I'm using Este Lauder's Night Repair eye cream, and it's giving me similar results without the milia. Both the eye concentrate and super-gel are great, just a bit more expensive, even on sale/coupons.
Honestly no nothing has ever really changed it but does start to look better when I’m in really good health - lots of water, good sleep, no alcohol. I do ice roller and gua shua in the morning fr temporary improvement. Considering looking into lasers or fillers

You could try taking hyaluronic acids supplements which hydrate your skin from the inside out. I use good molecules - the vitamin C toner, their under eye cream & their hydration oil (which is super light weight feels like a moisturizer). I also use prescription tretinoin on nights I don’t use vitamin C. I’m not sure how old you are, but eye bags tend to get more prominent as you age even with preventative measures.
It may be an iron deficiency. Get you a good iron supplement and take in the evening post 5 pm for better absorption. Also try a colloidal silver nasal spray to eliminate possible infection buildup
