OP It’s... not though. Alliances make it so you can book an itinerary around the globe with one ticket, not that it’s one airline. Different programs have different values. Call any of the other Star Alliance carriers and try and use your ANA miles
@OP: what airline operates the flight? Just to clarify, I do agree with D1. You can only spend ANA points on the ANA website. Star alliance means ANA can sell you a United ticket - you would still book this through ANA though.
Can you clarify what upgrade you’re trying to get via United? I have United GPUs (global upgrade certificates) and may be able to help.

D1, because they are Star alliance partners and that’s how it works.
G1: first class upgrade following standard economy purchase EWR->HNL
In order to do a star alliance upgrade you need to purchase a Y,B, or M ticket and then call ANA to check for upgrades
So I could purchase a high fare ticket from ana and then use united miles to upgrade pending that inventory is available and it’s the right fare class
