JPMorgan Chase recently introduced a policy change to increase the notice period to 60 days. I'm a 602 and resigned recently and yet my LWD is showing up as 30 days from now. Anyone recently resigned can confirm if they are facing the same or new policy is in effect. This is causing confusion with the next companies I'm interviewing with.

Depending on where this job is at ... government sector vs private sector ... $31 is the top they "budget" for that position. The position I am in now had a top range and I asked for over that amount. I have experience to back up justifying paying me more. Thats how you negotiate it. Do a cost/pay comparison through ChatGPT. You will do this in segments....
Example:
1st Prompt - I live in San Francisco, CA and applied for an admin position that pays $XX.00 - $XX.00 - here is the job description (include the link. Chat GPT can pick up and "read" websites, it will understand the company you applied for)
2nd Prompt - (attach your resume you sent to the company) Attached is my resume. Do a comparison of the job description to my resume and tell me how well my skills fit this job.
It spits out info
3rd Prompt - Now here is the range the recruiter gave me $XX.00 - $XX.00 ... given all the information and the payscale for the market, should I ask for $XX.00? Why or why not?
4th Prompt (if you want) - how would I go about negotiating for $XX.00?
Thats a ROUGH idea of what to ask. ChatGPT will also make suggestions like ... next I can analyze blah blah blah, would you like to do that? It will sort of start a conversation.

The difference of 4$ is substantial without any reasoning. Not sure if they were maybe taking into account your experience and saying you’d fall in that range? Hard to say because they didn’t explain.
To be honest that range seems a bit high for an admin role. It really depends on the company and what the admin role would be doing as far as support and maybe how many people perhaps would be supported. Is the job listed on the company website? Is it for a large organization? I can tell you small companies would not have a salary range like that.

They could either be trying to get more people to apply with a higher range. Or it could be a firm wide range that varies on the area. Or possibly they feel with your resume you fall in the revised range for what they are willing to pay based on experience/skills. It's hard to say.
With a phone screen or phone interview, you are more than likely dealing with a recruiter / HR Representative and one of the ways they weed people out is by candidates asking too much or too little in terms of salary. The representative could have just misspoke, they decided to change the pay range although the posted salary can vary by things like education, experience, and etc. which employers do have the right to change. Did you bother to mention the pay range was listed at $20-$31 / hr. and ask, politely, why the change to $23-$27/hr.? Honestly, I would have gone for $25.50-$26.00/hr. which is about in the middle and still if you were making around $20 -$22/hr. is still a nice increase in pay over your past job(s). Besides pay you also need to consider the atmosphere you would be working in, hours, benefits, etc.
