Welcome to Houston! I would hesitate to say anything that would have you walking alone in the evening alone downtown would be safe, maybe others with direct experience can comment. I work downtown and do not walk alone at night if I can help it. I would think you’re better off living somewhere close by and commuting in to downtown, Heights or Washington areas? Plus more to do and more walkable, downtown is pretty dead during the weekends.
Would recommend Midtown or Montrose. It would still not be walking distance to downtown, but a short drive / bike ride.
Downtown is dead at night aa mentioned and i would not recommend walking too hot during the day and vulnerable at night, specially for a woman. Your best bet will be to live on neighborhoods that are good and close by and commute by car or light rail if possible. DM if you need more help/info.
I lived downtown for 4 years at 500 Crawford. I would walk my dog late at night to Discovery Green, by the Astros stadium, and over the Main Street. My wife also used to walk the dog early in the morning or late at night and she felt safe. Late at night, I would avoid going to the east side of the stadium but staying near the building or south to Discovery Green is perfectly fine.
I currently live DT. Potentially check out Catalyst, 1414 Texas (I currently live here), and 500 Crawford. There are definitely areas of DT that are a little sketchy at night but on the whole I do not think it’s as bad as some make it seem (especially if you stick to the better areas, ie around discovery green). Definitely experience much worse experiences with the homeless in midtown so do not recommend that area.

I would personally avoid downtown. Houston downtown is shady. Look at Montrose or Midtown. Or even WestU area. All 10-20 minutes drive to DT. Good luck!

I came n sight unseen and it worked out really well for me. I just took heed of all the advice that everyone else had to offer me and I ended up with a really nice place.
