How much should I ask for during salary negotiations, to fit in market standards?

Skill: SAP Tech.

Also, a point being highlighted in interviews is that I've spent just 1 yr in Accenture and 1.6 yrs before that with another organisation. Does this hamper my power to bargain?
(However, I started my career with TCS and stayed with them for 6.5 yrs)

Reason for switch: Better roles/responsibilities and of course better compensation.

Currently in industry at 135k salary, poor healthcare, amazing wlb, a month of parental leave, work is okay.

Considering data science roles at :
return to Deloitte aim for SC in GPS
trying out EY GPS aim for SC
Gov job range is 100-120k and would need to negotiate up pto otherwise I’d for sure decline

I applied to a job at KPMG and did the first two rounds of interviews, general interview, then case study and competency. Never before have I had such a positive feedback at the end of an interview of the 2nd, both said really like me, I did well etc.
It's now been 3 weeks since the interview and I still haven't heard back from the team other than the odd HR email saying they are following up with them. Is there something going on internally, I.e hiring freeze in the London office atm?

When I spoke with HR she said that their was some confusion and with name and they have send wrong offer letter but except my CTC and joining date everything was same my email id, my home address everything. Which one I should choose?
In Tigerhall, I will get a lot of free time as the work is same as what I have done so far in my career therefore, I can focus on more things now.
In Zupee, I will get to learn new skill which might be good for my career.
Also, comparatively in hand salary of Tigerhall is higher than Zupee (it will less tax deduction as it's a Singapore based company)

Remember one thing - If some companies are laying off employees then it's equally a good chance for the other companies to get talented resource . Here things will remain balanced mostly and there's no need to fear . Not all companies do layoff at the same time. You may end up getting a 100% hike too. Just believe in yourself and focus on your skillset, time to brush up and pull up your socks. Stay safe , stay positive !
