Any idea why they want to have one more round after HR discussion?

Hi fishes, I have recently attended an interview with Accenture India Accenture couple of days back and can see the candidature status is on hold after my 1st round of interview. Does this mean that they are waiting for others to complete their interview or am I rejected? If not ,how many days they tak appxm to make a decision. Does anyone have a similar experience? I interviewed with recruiters from two of "Big 4". Both interviews went well, and I was told the recruiters will submit my resume to the partners and senior managers for the next interviews. 3 weeks later, I received the rejection letters without the next interview. I wonder why the partners even not bothered to interview me. If it matters, I am a CPA with 3 years non-PA experience and applied for experienced associate positions. I appreciate any insights.
