Thought this was interesting. Across 160 teams of researchers, just about all failed to make good life outcome predictions on things like GPA, evictions, layoffs, and others. Data followed 4.5k families across 15 years, with 13k features (varied over time). Haven't looked at it directly yet, but will be turning the docs and data inside out... In the meantime, authors claim this as showing the limits of ML. Oh, and it's published in PNAS, so you know there's some big publication energy there.

What I believe would work, is social media ads, and law enforcement events in your community, make it fun but try to showcase an officers duty beyond arresting people like storytelling about good/funny interactions with citizens of that community. The best thing to do is instill it in people at a young age. If you haven’t already make a social media account specifically on instagram and Facebook to appeal to all age groups, and post achievements, contraband seizures, community events, etc.
I’m currently a cadet at my local pd, it worked for me and a couple others that I know. The most important thing though is the interactions the officers have with citizens on a daily basis, they have to be professional and friendly to an extent. Good interactions is the most important key to recruitment, no one wants to be a part of a pd with a bad rep
We go to a lot of college career fairs, give class presentations, and do “citizens academy” presentations, where the students can do a mock investigation and arrest. We also do targeted outreach using LinkedIn, as well as network, asking others if they know someone who might be interested.
You need to go back to the basics, interact with the community at recreation centers, the Clergy within your community, Schools and start walking the Streets again
