When does we get the email for BGV? Is it before the offer letter or after the offer letter?

Now got offer from freshmenu(product based) giving only 25% hike(24Fix,0V) but ready to wait 90D NP. They are saying - I already got good hike, no budget, your NP is high and we are considering only fixed part.
So in dilemma to stay for yearly hike or to leave because of 90D NP which will make difficult to get another job

Sharing my experience with Deloitte USI interview and offer negotiation. I gave Deloitte interview 2 months ago. After managerial round I did multiple follow ups and Deloitte didn’t bother to reply. I switched 20 days back to Optum. I have 7 years of experience working as a full stack Engineer, who is passionate working on both front end and back end on latest technologies. But my project is working only on back end with 10 years old tech stack. There is no front end work at all. What should I do?
I don't like working here at all, but I am not sure whether moving out again in a month will give bad Impression on my resume. Hence please give me advice on this situation
