Dont underestimate IBMers, they are quite big and very experienced. Some P started their career or made it to P there before joining other Big 4s, including Deloitte. It’s mostly correlated to the Enron years, when most Audit firms sold their Consulting branch. However, they probably lost some marketshare by underestimating the Cloud tech vs On-premise play. I still think they are stronger when it comes to pure technical folks.
One thing that I will always remember when visited their office : BOOMERS FULL HOUSE.
They beat us quite a bit in Public Sector... but usually just on price, not quality of offering
They are just more compliant to PS requirements to quality very senior resources. They also have a very strong network of experienced contractual workers that make 150-250k per year.
Ok big 4 Is just a myth ... we have to understand that this are all Audit Firms... other that Audit nothing is very special , realized it after 7 + years with the firm ...

IBM is pretty tough to beat on the digital implementation side of consulting (think large scale projects), non-existent in strategy management consulting.
I hate it when people think they lost projects to competitors on price. IBM consulting is known for being the “spear” that leads to whale projects that require implementation. They have good consulting team but are often asked to push their solutions or tools. If there is a large massive implementation that followed a strategy project, clients often pick up IBM. Except for Deloitte, you will find IBM partners in all the big three who are often brought in to make the firm “think and act like a machine”
Accenture is also picked as top provider
