EY1 - H1B petitions (new, extension, transfers) are not eligible for premium processing anymore. So most companies are allowing work to begin on the receipt. You won't know the result of your H1B transfer for 6-8 months so can't just sit and continue working for old company until it's approved right ?
OP - Rare exceptions to rejection on H1B transfer, maybe RFE at the most. I would suggest jump ships now and just see what happens. Maybe worth talking to your new employer if they are okay moving you to another country if H1B does get rejected.
I had some RFEs from USCIS. The lawyers apparently didn't do a good job of showing why they needed to employ me. They said the rules had changed around that time and they needed to figure it out. They said all their transfer requests in the subsequent months also got rejected. It was something systematic they were doing wrong. Nothing I could have done about it.
Best person to ask would be the lawyer of the firm you're going to. Don't give notice at PwC until they tell you for absolute certain that the H1b transfer is approved and there are no issues.
SC1 is right, RFEs are rare and rejections are rare. The odds are in your favor. I seemed to have pulled the short straw. I personally don't know anyone else other than me who has a transfer rejected.
I think it's rare. Mine was rejected a few years ago when I tried to jump ship. Your current employer will have no idea if the H1b transfer gets rejected. Just don't give notice until it goes through and it's confirmed and there is no risk.
Do you know the reason why it got rejected? As premium processing is suspended, I'm not sure if the firm can wait 4-5 months for the approval to come through. Do you advise against moving with only the receipt?
Thank you, I will ask the HR to let me speak with the attorney. Also, I can view the number of H1-b applications filed by the firm on myvisajobs, and in 2016, these guys had 0% rejections, while they had 4%, 1% and 3% in 2015, 2014 and 2013. Is this reliable information?

If H1 transfer gets rejected, would you be able to go back to previous company? Since you had their previously approved H1, thoughts?
Haven't had a conversation with my current firm about this, but I'm guessing it will be improbable. Don't plan on speaking with them till I make my final decision.
