I don’t know why, but whenever teams get shuffled, I somehow end up with lazy managers.Recently, I needed approval for a leave of absence and wanted to discuss a few things with my manager, but I didn’t get any response. I reached out to HR to understand the process and found out that all I needed from her was a signature. Even that took three follow-up emails. It made me wonder how difficult it might be for someone who needs something urgently.
Is anybody's manager like this?

I had a manager like that once. Everything took forever, and even the most simple things were like you described, I'd have to follow up several times. They were just disorganized to the point where they couldn't handle things as they came along, they'd let them pile up. It was pretty frustrating and I was relieved when I no longer had to work with them.

I really wish we have another shuffle and I move to someone better. I don't understand how these people end up being managers with this lazy attitude. This feels pretty frustating.
