That does seem odd. Perhaps you could ask someone in HR what's going on with the position. There are several ways to interpret it, but there's no point in speculating until you try to get a reliable explanation.
Is it possible that it's a ghost job? They may be testing to see what the candidate pool is like or who low they can drop the salary before people stop applying? Happens way too often, unfortunately.

I would contact HR and see if the position is still available. Even better contact the department manager to confirm position. If so, introduce your self and let them k ow you are Interested

It’s either in process or they’re planning to replace someone in the role correctly.
HR is always slow so if the role is empty could just be taking them their sweet time to get the posting up orrr the manager is planning to find a replacement for the person currently in the role.

What does that mean exactly? I'm pretty new to job searching, I've just become more interested as of late in trying to see what is out there.
I agree with the person above. I would contact HR and just make sure its actually a legit position. If it is then I would ask them if you can apply internally or what the best way to apply as a current employee would be.
