Occasionally, I get one-off questions from an old firm that I was at a few years ago. I left for a different opportunity and on good terms so I am generally happy to point them in the right direction (without any billing or anything like that). If I was just let go, though, there is no way in hell I would help (perhaps absent a signed contract to pay me an exorbitant fee).
So, yes, personally, I would either tell them to kick rocks or pay up…

I wouldn't help them if I was terminated. If I was willing to help, I agree with signing as a consultant.
I guess it depends. Did your separation agreement include severance pay? Some companies require you to be available for reasonable (key word) assistance - answering questions, helping with passwords (if they used multi factor logins that are still linked to your cell phone, etc.)
If they didn't, then I would politely say you are no longer obligated to help but if they agree to paying you your chosen rate as an independent contractor, you would consider it.
Make sure your chosen rate is at least 2X what your previous hourly rate would have been when you were still an employee because you know they're going to send you a 1099 if everyone comes to an agreement.
