I know a lot of times these threats turn out to be pranks or students desperately trying to get attention because they are lacking parental guidance and attention at home. However with all that being said, too many of these threats turn out to be the real thing and kids need to learn there are consequences of their actions and I believe they should face legal consequences when they make these type of threats.
In today's world, yes, if people are making threats they should be charged. A lot of people think the First Amendment means anything goes, but that's just not the case. There are laws against libel, false advertising, and other forms of speech including threats. It's not a joke, especially if the police have to spend time and resources on this stuff.

Even back in the sixties, kids were held accountable for calling in bomb threats. Just was harder to catch them and it usually started in high school, not sixth grade.
They would evacuate the school and we all stood outside while the bomb sniffing dogs went through the halls and classrooms.
Schools need to better educate students and parents of the consequences. Shoukd be an over the speaker announcement the start of every school year and incude a reminder that nothing online is ever really anonymous. Most 6th graders wouldn't consider reposting something a big deal. Prosected as a felony seems a bit over the top. A suspension seems more in line.
The difference in this instance seems to be making it specific rather than generic. They can face charges for bullying. Actions have consequences. The sooner people learn that,the better.
