Currently work with clients is remote as stated by the recruiter. If work is currently feasible through virtual means, will there be flexibility to choose to travel for this position?

At first glance, this might be a role that a client is moving from an on-premise platform to cloud. Think along the lines of M365 (SharePoint online, etc.). The change consultant would need to know what the delta is for the stakeholders for such a huge change activity and build the change strategy from there.
According to Microsoft: The Cloud Accelerator Program by Microsoft is a series of targeted learning resources and experiences that provides guidance on how customers can increasingly take advantage of the benefits of cloud.
Seems similar to me, just the specific change is moving to the cloud. Like other projects, you would need to learn enough about the cloud to determine strategy and to create valuable activities
