Short answer is No!
Maybe if you live in one of the downtown/east Austin condo buildings and bring a bike. A co-worker has lived this way for a year but is still ultimately interested in getting a car.
I think it depends on how often you will leave downtown. This might help with the perspective: a friend of mine who lives in the Chicago suburbs gave up his car and Ubers everywhere. He says that when he gets his credit card statement he’s always shocked by the amount of $ spent on Ubers, but once he did the math of owning and maintaining a car he realized that on a cash basis he is ahead. Items he included in his calculation: insurance, maintenance, and gas. Not sure how he handled the capital involved (I.e purchasing the car), but you need to factor that in too. If you live downtown you need to include parking as well.
Nope
Yes as long as you are near public transpo access or you are fond of Lyft and Uber.

If you live downtown and don’t plan to leave often. Also, you could use public transport
I made it ten years in Boston without one. Ended up with one car between my SO and I here for the last two years and it’s unpleasant. Will finally cave and buy a second car soon.
TL;DR it’s doable, but I wouldn’t do it long term
I came here from Chicago about a month ago. I managed to go 1 month without a car then caved.
