Not a sprinker?
Possibly? There’s no sprinkler in that area. I guess the hose could be for some other part of the irrigation system.

What’s the diameter? How much is sticking out of the ground? It could just be trash. Trees often have a piece of hose used to protect them when staked, that could have just gotten buried. Low voltage electrical could be just layed in the ground bare but anything else would need to be in rigid conduit. Most sprinklers use rigid PVC pipes. Drip irrigation can use black plastic tubes and the feeds from the main line are .25” rubber tubes. Before hiring someone I would do some digging. See if there’s more than a couple feet and see if there’s anything written on it that would suggest the purpose.

It’s for watering plants. But it doesn’t have holes. So you have to connect emitters which are either stuck directly onto the main line or there are little (.25”) rubber lines that connect to the main line and the emitter goes in the end of the .25” line. This is what emitters look like this:
