What are the two happiest days in the life of a boat owner? The day the buy it and the day they sell it.
That being said, you need to be a millionaire before even considering a twenty footer.
It’s all about what it’s worth to you. My parents have had a 20+ ft boat since they got married. They’ve upgraded over time as well. They’re quite well off now, but when they were first starting out they certainly didn’t have that kind of money.

Op where do you live? In FL they have boat club memberships that are actually quite reasonable at a few hundred per month
What type of boat and how big? Would love one, but when I did Montauk to Martha’s Vinyard with my friend who owns a small yacht (~25 ft) the price of fuel alone got me rethinking the whole thing! Consider maintenance, off season/in season docking fees, fuel, etc. It adds up but boating is an awesome lifestyle.
Highly disagree with IBM - I love my boat and try to take it out every weekend. Huge hit with friends and colleagues. I am by no means a millionaire

Boat ownership is one of those funny topics where 98% of individuals with an opinion have never experienced boat ownership.
I can’t tell you what you should feel comfortable financing but FWIW I bought a 5 year old 21’ bow rider for lake use, used it for 2 season, and make about $3k in profit when I sold. Buy in the fall and sell in the spring / summer.
So many factors here there really isn’t an determined income level. It depends on the size, age, where you keep it, usage etc… I love having a boat but realistically I have to plan on at least $10k/year for maintaining, dock etc. for my my 30ft cruiser down here in FL keeping my boat in the water. If kept on a trailer that number comes down, but say for a 23ft bow rider kept on a trailer still plan on $3k year for maintenance. I’d figure out how much your month budget for a boat would be then back into what you can afford from there.

Depending where you are I'd be less concerned about the cost of the boat compared to the cost of leasing a slip or spot in a marina.

If you’re looking to fish, you can get a fishing boat for under $3k. You need to be more specific.

^^^this. It’s about love of the water. If you have DIY chops too and can do a lot of your maintenance that’s also huge.
I know people making 60K that own boats (they just bought pre-owned). If it’s a priority for you, make it work. But also if you’re 25, make sure you’re in a place you plan to stay for awhile, at a stable job, etc. Most people buy boats slightly later in life because they’re expensive and a logistical challenge.
I had a boat for 5 years, easily cost $50,000 to use 8-9 x per year 3-4 nights at a time. Unless you can use way more often, just rent. Look onto a boat club if there’s one near your. I’ll have another boat someday when I have more time and $$$
