I would wear black shoes if others will be in tuxes.
I always opt for Tux in these scenarios so I can get a return on my tux purchase.
Depends how deep the navy and brown are but I personally wouldn’t go that route. A minimum you should go with the dark suit (think charcoal) and black shoes. Otherwise you’re going to stick out in your navy/brown combo when everyone else is wearing darker colors

As long as the brown is fairly dark (not tan or cognac) and if the navy is more like a midnight blue you’re probably good. I would maybe skip the fun cufflinks if you’re not wearing a tuxedo and go for a pocket square instead. I’m doing black tie optional for my wedding and told my friends that don’t want tuxedos to just stay conservative without looking like senators.
I think it’s perfectly fine - also think golf ball cuff links are okay. Key word is optional, so you can either go the route of tuxedo or suit. And navy suit and the accessories you mentioned are totally okay. My wedding was black tie optional and many of my guests wore what you’re describing.
