No they can’t enforce it. It’s all “at-will employment.” You can give zero notice without repercussions. But of course, if you don’t want to burn a bridge, give them two weeks.
I would take the 30% higher offer and bounce. Do what’s best for you. You can try to negotiate for a bit more if you have good market data on what that kind of job pays in your industry and if you have enough skills and experience to justify asking for more. Good luck!
It all depends if you want to stay at Deloitte or not. If you are liked, they can provably get you a retention bonus. 5 weeks seems incredibly high of notice to me

How do you know they work at Deloitte? Their title just says Production Manager.
What about accepting the new job but calling in sick for 3 months to your current job?
That buys you time. You may not get paid for sick leave but that’s ok as you have a new job.
Can you literally call in for three months with any employer? Unless you were on a leave that is not the case. You might be able to do it for two weeks and then you’ve left them in the lurch without telling them that you’re coming back and that is not going to look good on you. But that’s only if it matters to OP

Negotiate if you feel you deserve more. It is as simple as that.
As to the notice period of 3 months, that is excessive. But check your employment agreement terms. You agreed to the terms and they are highly likely to be enforceable unless they break the law (you would need to research or work with an employment attorney for your situation).
Why do you have to wait for a meeting? Can’t you just in person or via call go to your mngr and tell them you have an offer so if they’d like to discuss a negotiation to keep you they have X amount of time to come to you with that or you’ll walk.
By law it’s at will 2 weeks notice, if you have a contract with your employer, yes, you need to consult with a lawyer.
Not necessarily required by law, no. But could very well be required by contract. Violate that contract and you end up in court.
You should be negotiating with HR not your manager.
Why HR ? HR has no idea how much work you do and how well you are doing with your workload, how much revenue you bring to the table, or how much money you save the company. HR managers most often love to tell you how to do one's job but they need to stay in their lane. Too many glorified JD experts. Create a JD and poof they're an expert at all positions.
To answer the question I would go to your boss and sit down and state your case with data to back up your request for a raise in a strong confident way but toggle the line of political and state what things you are going to accomplish moving forward, for example create a swim lane for yourslef and bring that to show how you're going to progress and the value added assurance to the company.

If you have to go, then go. I’m pretty sure your current employer is still at will which means they can hire and fire at will. Sometimes another employer will not wait the notice period - also it’s mainly a suggestion. Put in your resignation and give them a date. Tell your manager you’ve tried to contact them and meet but they’ve been pushing it off. Now you have to go…in 5 weeks. PERIOD.

I am betting no it depends on the contract but no they they can't enforce a 3-month notice. I was in the same boat I was supposed to give a month notice I didn't give one day.
You have no obligation to give a 3 months notice. If you’re in a state that is “at will,” you can be let go at anytime and you can leave at any time. You might burn a bridge with this company, but for a 30% increase, sounds like you might have to. Good luck!
