Is the industry so focused on stealing experienced advisors that they won't give someone new a chance?

I finished a third round interview, and HR contacted me that afternoon saying I had positive feedback across the board and they would contact me the next day regarding next steps. It’s been two days and they finally get back to me saying they haven’t been able to sync with the hiring manager but will keep me posted. Honestly I wish they would talk with the hiring manager and then let me know the decision instead of checking in. It’s messing with my emotions.

Am currently working for a government consulting agency, but wishing to leave due to the way the project is being managed...I am in at least 4-5 hours of meetings a day, so barely have time to prepare for demos, preparation of slides for the client, nevermind being able to write decent stories(tickets)... Usually have to rush writing requirements, steps, etc, ...
