Since then I didn't receive any communication. The director told initially when he started the offer roll out process that there is a freeze going on and needs to get the approvals to get this done. Does Capgemini negotiate for counter offer in final week only?

I got an offer from a top 5 bank with the following details.

92k base salary
10% target annual bonus
No signing bonus

I am going to counter with 100k and 8k signing bonus and provide them with my reasoning. The salary range on the job posting is 84k - 99k - 109k. Is 8k more insulting? Should I ask for 102k? The recruiter told me they are targeting low 90s when we first started talking, fyi. I also heard this company doesn't do signing bonuses so we will see about that.
