Applying to roles within the same federal agency. I know you need one year within the probationary period, but can I apply to a higher GS level? For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? I recently interviewed with Natwest and I got confirmation that they wanted to offer a role. Salary negotiations were started. However, now I got an email from the hiring manager that hiring for my role has been paused due to the ongoing cost of living crisis. He expects to resume the hiring for the role in Q1 '23 and would resume the process then. So is it the end? Honestly, I don't expect him to come back. But what do you think?

Is there a definitive guide to cost of living? The obvious cost of living centers (SF, NYC, LA etc.) get covered a lot, but I’m wondering where my city falls. It’s a modest Midwest city with ~100k residents but is a relatively touristy spot. It often feels like a MCOL area but I’m not sure how to adequately judge that, and it would be helpful to know when comparing salaries and the like.
