Got an offer from @IBM ISL

Role : Senior Software Engineer

Offered CTC : 22.5 fixed +2.5 JB

Is it a fair amount for 8.5 YOE? Should he negotiate further. As this is his first offer , should he keep trying for better salary?

Someone less than 1 year of experience earns $69k. I’m also PHR certified and have 5+ years of progressive experience in all functions of HR. I have 6+ years of experience into data analysis & I work on a BI tool Spotfire.
My current Fixed is 12.50LPA + 10% variable.
My manager and I feel I'm highly underpaid but cannot do anything about it due to the merger.
Layoff is not a concern for me, I want to understand the impact of the merger on my financial career.

I faced issue multiple times, when all the interview rounds were clear and HR offering too less than the expected salary even though all the discussion happened before scheduling the interview.

They asked to upload all the documents on the portal and at the end of whole process they are not going to provide near about expected CTC.
