You have to hire someone who can realistically do the job. That’s fine and expected.
But you can’t just be sitting around, waiting for a unicorn. Realistically, any person you hire will have some ramp-up, as they learn how to best work with their colleagues, clients, and technology.
Employment is a two-way street and you owe your employees more than just paying the minimum and expecting perfection.
Wow, nearly 200 resumes and not one candidate matched the job description? That’s surprising. Makes me wonder if the role might be asking for too much, or if something in the posting is filtering out solid people.

It's not wrong that you're not giving someone who needs a job a chance. BUT 200 seems like a lot of resumes to pass over... are you sure they're being filtered out correctly?
