Generally it is worth to go for a Campaign Manager training in skillshop, it covers tagging process which may be different based on where creatives are hostes but gives a nice overview
Plus, when tou have this general overview, then it all depends on your platform (DSP or any campaign manager tool), where the ad is hosted and where tracked, what additional tracking tools you use, where it will be published and so on. Its not difficult but often complex.
For instance, YT ads can use only 1x1 (just tracking) tags so no 3p here.
But standard display and video usually can use 3p tags. Anyway, 3p are usually the best in terms of efficiency in setup (and less prone to errors in setup). On the other hand, there are exceptions in some publishers which may allow for instance 3p tags but not wrapped with blocking tag etc.
Best to understand the general tagging first and then do your dilligence in different cases
