I received an offer from a company. They have mentioned Rs 850000 as base pay but employer's annual contribution is just Rs 21000. Shouldn't it be 12% of basic? Is it wrong? Also in his CTC statutory bonus is mentioned, will it be given to him in his monthly salary?

Base pay is different than basic pay.
Basic + HRA + special etc combine to form base pay, a few more things add to become gross pay or CTC
12% is not on base pay, but basic pay. A break-up or offer details will help understand better.
Again wordings in the offer should indicate when and how often bonuses are paid out
