The potential client is likely trying to understand if you will be formal, business casual, or casual. They don't want to wear a suit if you're meeting outside on a 90-degree day, and you'll be in shorts. It's a perfectly normal request.
I feel 1 of 2 things is happening. Either your potential client is flirting with you or they are asking generally how you will be dressed (causal, business casual or professional).
I certainly don't plan anything out more than the night before.
Have you met them before? Maybe they want to know so they can recognize you?
Why are you meeting in public?
