I don’t think “fruition” is being used correctly. That aside, it sounds like your boss is saying you can keep your layoff on the D/L or tell people as you see fit.
That seems normal. Of course, firm leadership will know and it is more than likely people will find out regardless of what you do.

Two ways to look at it, boss could mean do that to save face for yourself or do that to save face for the organization. I would just do what I want to do regardless.
I suppose it is coming off as the latter. Regardless, o want to be honest.
I’m sure it’s well intentioned. However, you should be eligible for unemployment and so you don’t really want to say to anyone that you left of your own volition.

I agree, suggestion was well intended. For unemployment, HR and the boss knows it was lay off so that is enough for unemployment. They don’t come and ask the coworkers.
If you quit you may have difficulty drawing unemployment.
