Bench & a bone to pick with management is NOT a situation you want to be in during turbulent times. You don't have to do this university job forever, but it does seem safer in the immediate term

It’s not HR directly. It’s the HR department, but same field as now and management title

If it helps coming from a stranger I took a 16k pay cut two months ago and so far I am much happier. My old job was toxic as well.
I would take the job at the university if HR / university admin is something you want to do long term. There may be a pay cut, but universities usually have better work life balance, more relaxed work cultures, and better benefits—particularly retirement. Your consulting firm is still toxic at the end of the day and a pay raise won’t change that. Assuming you can afford your lifestyle on the university salary, of course…

Way better to take a 20k pay cut now for a stable gig than take a 100% pay cut if you stay in your current job and get laid off imo ¯\_(ツ)_/¯
Consulting is so competitive just move to another consultancy you could easily land another job, that’s if you want to remain in consulting. Nothing wrong with declining the offer just explain your circumstances have changed.
