I’ve been in a similar situation, and honestly, it depends on the company and role. Some might be strict about the experience requirement, while others may consider your skills and qualifications. I’d say go ahead and apply—highlight your strengths and relevant experience in your resume and cover letter!

Personally I don’t think it matters as long as you’re a qualified candidate. Usually those YOE are posted as a guideline and most people have a standard template they use for descriptions while creating a job. You don’t want to be too junior or too senior for a role but as long as you’re close to what they’re looking for, I think it’s worth applying. Good luck!

Sorta depends on the circumstances…? It’s not considered discrimination in the US to require a specific level of language in a job role. Possible the situation gets blurry if there is no reason for the requirement and there is evidence it disproportionately impacts a protected class (ie race or nationality). But you’ll have to contact EEOC if you suspect unfair practices.
