They don’t want to give you specific days because it’s a liability on the books that they have to pay when you leave. Maybe you can negotiate the minimum to be spelled out - unlimited PTO, with no less than X weeks to be approved, or something like that.
OP didn’t say the company can’t come up in salary, they said they wanted a specific number of days because they might not take vacation if the number of PTO days isn’t specified. It’s always worth asking, but it helps to know the accounting rationale behind the policy.
Do you mean renegotiate with your existing employer? Or negotiate with the new one a specific minimum number of days? If the latter no one will do that. It’s unlimited and their are fairly strict rules on those policies in terms of how easy it is or not for the manager to approve or not. I would ask about those rules/guidelines if you have concerns.

No. You have to be an adult and take the time you need. Asking for the rules and guidelines is a great suggestion; should you decide to take the offer, be strict with yourself and set aside the time you need and stick with it.
