If you’re a US citizen, you’re still supposed to file annually with the IRS, regardless of where you live or earn your salary. So you would’ve been liable for federal taxes at least. While there are tax reciprocity treaties and tax exemptions for those living abroad (about $95k), make sure your tax situation is in order before returning. As to your question, a SM in Consulting or Tech with one of the Big4 or ACN will get you in your range, depending on city and your skills. If by Operations management, you mean PMO, outsourcing or “production systems management”, that may be a bigger ask.
I'm confused what you mean by a tax free country since you still have to pay US income tax. Are you just talking about all the other tax?

Have you explored the possibility of an internal transfer? I would expect Amazon to be able to match that.
Anywhere from 100K-150K is standard and in one extreme case, 180K. the window is very wide but I’ve not heard of any non technical sr program managers crossing 200K
