I wish I had a better answer for you - I came here to agree… when I was in my home country, I was getting promoted at a fast pace and at any company I worked for. Now been with the current org for quite a while based in North America, each promotion was a long drawn and arduous process. Folks (usually, male gender) who are less qualified are getting promoted and are given a lot of rope, while I have always been held to a very high bar and had to demonstrate that I was already operating at the next level for a couple of years before promotions came by. Definitely disengaging, am currently preparing to do external interviews and/or use my skills to build something on my own. My advice would be to start moving companies every 2-3 years, that’s the only successful way to grow fast.

The very first step is to make it known to management or higher powers that you want to work towards a promotion. Ask what the requirements are. Ask what your next steps would be. Maybe you aren’t being vocal enough about your goals. If you take these actionable steps then you have leverage for the promotion you want.
I have told my manager my ambitions the last time I got passed over, so he’s very aware. I think he is my best advocate right now. He also sponsored me for an internal leadership fellowship, so I do appreciate his support. Any other things I can do generally to best prepare myself, other than an MBA. Maybe there’s certifications you recommend? Thanks!
