Shame on them. If they don't want employing using the PTO they've earned, they shouldn't offer it. And you should do your best to remember that you EARNED that time off. Did you make any of your colleagues feel guilty when they used PTO this year? Probably not. You deserve that same courtesy. Remember it and go enjoy the time away. Work will be just fine.
I gave back 7 days of PTO one year when it got hectic. I swore I would never do it again. Assuming you have access to email, you could triage it during your break in small pieces, or hit it the last day before you return to work. As long as you told them it was coming up, it's their problem for not having planned for your absence. As others have said, you earned it - take it!
That is only my problem before and after PTO. I don’t like coming back to a mountain of work, but I would never get a break if I waited for there to be zero work either.
