As per my experience of staying in Singapore. If you are coming a single earner here . You will save a lot . I can give you rough estimate of expenses ( 1k rent (shared common room), 500 ( food) 600( eat out and other expenses) , tax( 700). Total expenses around 2.5-3k)
You can save 5k approx .
If you coming as family of 3 add 2.5k more expenses . You will end up saving 2.5k.

Here most companies say it is a full time job but some of them are not paying when you are not in a project like Optimum Singapore.So i see many of my friends need to survive without salary for a month and loosing their savings. Other thing you need to consider with 9k is very low offer.You are travelling from India so they are giving very less. Some expense insights : Tax 500, Rent 3000, Grocery and other expenses 1000 to 1200. These are for very normal standard life. No car no big home. If you have kids for preprimary it will cost 600 to 700. And after that 2000 to 2500 from grade 1. So consider all factors before taking decision.
Pros : Safety, Clean air,Public Transport is good, playgrounds, other facilities like gym, swimming pool.

Right now the Singapore job market is going down especially for Indians.. lot of issues in employment visa issuance and nationality quota issues in each company .
I would suggest to wait for some more months and apply in Singapore .
