In my experience, transparency on both sides of the interview process is beneficial. I’ve been in similar situations where I’ve gotten very far along in an interview process and my circumstances changed my decision to make a shift at the time. I shared with the HR team that my circumstances changed, that I wanted to respect their time and that I’d be interested in future opportunities. It was received well and we’ve stayed in touch and they’ve reached out about other opportunities over the years.
As far as recommending another person, I’ve had recruiters (both in house and externally) welcome recommendations (especially if we’ve had a good relationship) and I’ve even done made connections after I’ve bowed out of an opportunity. I also wouldn’t expect the company to assume you have all the interview details on other candidates, so who knows what this other candidate would’ve said to you about their experiences. I don’t think it would be inappropriate. Just share that you have a peer who you think would be a good fit and offer to make a connection if they’re interested.
Also to note that I don’t want to severe ties with this company. I would want to work for them, just not now and not in this role.
How recently did they interview?
Would the same team that ghosted them be the ones vetting them for the role?
You’d have to make sure they want to be recommended.
