Record yourself, practice in front of a mirror, and speak slower than you think you need to in practice. Nerves will speed you up, so you’ll end up speaking at a normal pace day of!
Imagine you are speaking like Morgan Freeman. Your words need to mean something. Pauses (where appropriate) can do wonders.

Practice. Practice. Practice. The more you stand on your feet and give your open/close, the more comfortable on confident you’ll be. And the more comfortable and confident you are, the more control you’ll have over your delivery. You HAVE to put in the hours, no matter how tedious it feels.
I’m not sure how much time you have, but I would highly recommend the book: The Articulate Advocate.
With the problems your describing, which I also have experienced, I think there are 2 things you can do to help train yourself. First, try to place yourself in as many public speaking situations as possible (reading at church, giving a brief pitch of overview of something to your peers, getting on Facebook/Instagram live and just talking, etc.) I know it sounds ridiculous, but the more you do it, the better of you’ll be.
Second, videotape and record yourself. It’s awful. Almost all of us cringe at the sound of our voices, but don’t. We’re all hard on ourselves, and this is a great way to ensure your delivery is sounding like you want it to.
Make sure to breath! Try breathing through your nose and exhaling through your mouth.
And don’t be afraid of silence! It’s okay to take a pause and collect your thoughts. Pausing is especially great to add emphasis and let your listener digest what you just said, which may be extra important if you’re talking quickly.

I've found it very helpful to practice your speech in the mirror several times and look at the people who are supposed to be persuaded by your argument
You can see when someone is not following you and you can adjust accordingly.
