We can’t find work when we specialize in one thing so we have to generalize and do it all in order to stay employed. Honest question: I’m a writer, not an AD/ designer btw… You don’t think designers who can successfully deliver on brand and digital (websites+social + CRM) can handle Meta ads and emails?
Its sounds like your company is really missing out on great talent because they’re unwisely focusing their hunt on a single niche to check off a box. It’s like the company that won’t hire a person b/c they worked on SUVs but not sedans.
I’m a writer who has worked on everything from candy, food chains, box stores,and beverages to insurance, finance, and automotive; for broadcast, CRM, social, emails, etc. Most AD/designers are similar in skillsets and ability to adapt quickly.
My take is it’s not a niche skillset, it’s just not something anyone can do exclusively and make a living. Maybe you need to be a little more open minded and trust your ability to be a design director, providing a clear brief and direction.
How long have you been looking? Sometimes it helps to consider candidates with related skills, like brand or web designers, who might be interested in learning digital marketing. Have you thought about training someone with the right mindset?

I think designers should be able to do all of these things. They’re all the same just a different platform to show design work. Maybe consider someone without meta design specifically. Any designer should be able to learn how to do what you're looking for.
