A decrease in rate would have significant impact on overhead so guess companies are holding steady.
Teams are shrinking, but that’s been the reality for a while. Would definitely say to get experience in what they are using. I have my issues with AI, but I would rather be on the side that is still working and using it with discretion.

Teams are shrinking - mostly junior roles eliminated since AI handles entry-level tasks. But no, we're not getting paid more for AI skills. It's now just expected baseline capability, like knowing Adobe Creative Suite.
Agencies are keeping rates flat while cutting headcount, so they're pocketing the efficiency gains. The math works entirely in their favor right now. Your instinct is correct - if AI reduces their labor costs, those savings should flow somewhere.
