You need to compare YOE required. Titles are very different company to company. The best way to compare is YOE, and pay bands.
My best guess is it means “nothing.” The recruiter is trying to suggest some amount of autonomy to encourage more people to apply, but it likely isn’t any different from any other individual contributor position.
At my co “lead counsel” = director level = you lead a function and have reports and are not an individual contributor. BUT, that’s just at my company. Titles in-house mean nothing across companies.

That implies to me that you will be internal client-facing/external facing, which I’d say is a given for most in house roles anyway. But maybe at some large companies some junior attorneys might not be.
