Ask your manager if you can follow up with HR or xyz person directly to free up his plate.

The squeaky wheel gets the oil. I would continue to follow up at an appropriate cadence every (2-3 weeks depending on how often you talk to your manager 1:1). If you haven’t already, I would also ask if the raise will be effective as of the review meaning you’ll get back paid for the time between your review and when they finalize the number. At a certain point, I would go to HR and get some clarity.
Depending on the size of the company the approval process can take a while since it probably has multiple levels to go thru. If your boss is a good person they are already fighting to make sure it goes thru. I know I did with my people when this occurred but it did take us 3 - 4 months to get everything approved. Mind you I work for a large corporation. I would follow up every 2 weeks.
I think you may need to look for roles that aren’t advertised. Like reaching out to people socially, randomly, and networking. It’s always easier to find a role if you are referred.
