Was likely illegal but it is what it is. I'd counter and tell them you don't need a new job, you have a job paying what they are offering. In order for you to consider leaving your current job you would need to be incentivized and want to know if that is the best they can offer for the value you can bring.
We all have our own target in terms of how much we need in order to switch jobs but personally I'd need at least 20% more to make it worthwhile.
Don't feel bad about responding to the question. You acted in good faith and that's nothing to apologize for. It's not too late to give them a chance to step up if you still want the role.
I'm willing to bet the HM has no idea what HR did, so if you can talk to the HM before walking away entirely I'd let them know that you'd love to contribute to the success of the firm and their group but HR didn't offer a competitive compensation. If the situation changes you'd love to talk with them again.
Also don’t sweat it. Remember you don’t have to take every offer that comes your way and make sure this is a good learning experience for you! Never give a number first and remember it’s illegal for them to ask sometimes

Since it seems like you have experience I don’t think they should be matching your base unless the budget for this was way below what you’re currently being paid. I would still expect an increase but hard to tell with info provided
Is there a way they can check your current salary? Say I had told them I make higher than where I’m currently at (I know they shouldn’t be asking and I shouldn’t be responding), but I’m curious to know if they’d be able to tell once they do a background check?

Lesson learned OP. Sleazy for them to ask but always give the salary you want to make regardless of the question. Since we're past that - seriously consider if this is the kind of person/company you want to work for. I'd respond there's no incentive to leave for the same pay - theres risk involved in leaving and you want to be compensated for that.
