I have noticed this. It seemed like rates were super high in 2016-2020 and then the pandemic was a boon to the entire tech sector and we rode that wave. Now, I see fewer roles and, in many cases, lower rates than what I was seeing prepandemic.

There is no high dollar work up for public bids anymore, as far as I can tell. If they're fishing, it's to get a low price. Relationships and networking have always been important, but now it's the only way to build the trust necessary to get brought into deals that pay well. Tech consulting was semi-immune from this for a long time - being good was good enough. But now, independents need to be out there pounding carpet (I.e. at conferences and user groups), small - mid boutiques need sales guys who are fielding calls from someone (Salesforce, a PE firm, somebody connecting them to deals), and the tech people need to demonstrate differentiated expertise in tools/platform, industry, or both, with a history of results (white papers and referenceable clients). I'm at Connections this week, a colleague at London World Tour. It's not enough to have a digital presence, you have to show up in person to stuff.
In other words, tech consultants have to demonstrate that they're *actual* consultants, if they want to be paid accordingly, not merely staff aug with a fluffy sales deck.
Offshoring and near shoring have become pretty prevalent, but within our niche, we’ve still seen a healthy pipeline. Some of our peers in the same niche, not so much.
If you’re a generalist with no specialized skills or knowledge, it’s going to be very rough for you. Even AI is quickly becoming table stakes knowledge to at least be conversational and able to implement at a basic level.
