Is it normal for a SCREENING interview to be with a member of the team the role will be leading?

A recruiter reached out by email for a VP role and the screening meeting was extended to a Director in the group who reports to the VP. Is this a normal occurrence?

I believe that one PM role is preferred in the industry and most modern software companies, especially FAANG companies, only have PMs. Just curious what others have experienced and if I'm correct in my assumption.
