It was only normal at the bad agencies I’ve worked at.
The good shops put in the minimal effort required to show you their book or at least have a 15 min meeting to see whether you’re into working with them.
If they arent doing that, it’s just flat out lazy creative ops.
It's not unusual to not give input for a freelance partner. Often with freelance, HR just brings in the best person they can find who is available and they take what they can get. If you work together and really dislike the person, that is feedback you should give and it should be considered in the future so they don't bring them back.

Yeah it’s pretty normal. If it was freelance (but also a test drive for full time), agencies will (or should) have the partner meet them.
But when it’s a freelancer hired to get you through a busy stretch or tough project, they’re just trying to hire the right person for the job. There usually isn’t time for a while round table discussion.
Freelance can be very fast and loose. Agencies are much more particular when it comes to fulltime hires.
Freelance, yes.
Full time, no.
