Best way I’ve seen it done is by knowing someone internally who can lobby your skills to that higher level and make the case. Otherwise any hiring manager is going to try to pay you as little as you are comfortable with.
Fake it until you make it
Sometimes agency levels don’t match up. For example, some agencies don’t have VP titles so you’ll have directors with 10 years of experience and directors with 17 years of experience. Maybe there’s an angle around how you actually are at that higher level, the title just doesn’t exist in your agency structure.
If you can show that you’ve already been doing the work of that role i think you can make a case for it
Maybe if you have a ton of awards and are at a top of top tier agency, like a wieden or a mischief, and are going either to a startup agency or an agency with an impeccably bad reputation.
If an agency is willing to hire a sr cw as a cd… I think that would be a red flag about if it’s an agency you want to work at though

Why would you want to? Skipping a level means you might also be skipping the lessons and experience you gain at that level. Then you wind up with serious gaps in your skills and abilities and become overpaid for your abilities — and often get laid off and have a much harder time getting employed. If you just want more money, side hustle.
You need to leave where you are for 6 months and then come back.
Depending on where you are and your motivation and the negative impact if you exit. Your best best is to research what typical salary bands are by level, location, etc. get yourself to the top of the next band. You will be at or very close to being paid two levels up, but only one title.
If title matters then the fastest way I have seen is boomerang.
