I am an AWS certified Solutions Architect with good knowledge on cloud administration, terraform for easy provisioning. But no one wants me for the role because I don't have any relevant experience :(
There are very few hand-pickable companies that will be ready to recruit you, but they are a hard find and need some luck too!
But you can get relevant experience using IJPs. I secured an IJP in Azure recently

That depends on the role. If you're going for Data Engineer or BI Engineer role then cloud certification won't matter much. Cloud experience would definitely be a plus. But for a typical cloud engineer role, you need to have some hands on experience atleast in Amazon. I don't think certificates carry that much of a value when you're applying for higher level roles. For entry level cloud engineer engineer roles, they would just help in boosting your profile status.
