More like does a client submit an RFP to some common portal where many firms can view it or do they send it directly to selected firms via a tool like you mentioned?

They send via email to a list of firm contacts or share a secure file location with some email ids having access to it.

It depends. Most government contracts have to be competed in one way or another. Full and open; on a specific vehicle / GWAC; to MSA or BPA contract holders. Etc. Private sector can kind of do whatever they want.
For federal, they release on FedBizOps (I always forget what it got renamed as). GovWin is actually a Deltek tool that companies pay for a subscription to. State and local usually post on their own procurement portal (like Los Angeles posts all their RFPs on their portal).
