Take the Meh job if it comes first. Then leave for the Dream job if it works out. You don’t owe either company anything. Companies don’t think twice about reevaluating their relationship with their employees. Why should we be obligated to show more loyalty than they do?
You don’t have any leverage until you get a verbal offer — but on the other hand, that may take longer than you think, giving you time to advance through more rounds at the dream job. Once you do have an offer, definitely tell them. Full transparency is your friend. If they want you, they’ll make it happen.
Not their fucking business. Don’t tell them until you get the offer. You can slow the process down by trying to negotiate some perks. Then tell them you need to have your lawyer look at the contract. You can buy about two weeks. Hopefully in that time, you can find out about the dream job.
Keep your options open.
